GET /v1/lab/notify

The caller’s ACTIVE paper runs and what each one sends: `none`, `summary` (a daily summary; the default) or `every_copy` (each paper copy and settlement as it happens, plus the summary), through the account’s notification channels. 404 `lab_notify_disabled` while LAB_NOTIFY_ENABLED is off.
